Steps to Set Up Two or More RDP Users

Managing multiple RDP users on a single Windows server or system is essential when you want different people to access the machine remotely at the same time. Whether you’re running applications, handling workloads, or managing a team, setting up two or more RDP users ensures smooth, secure, and efficient remote operations. In this guide, we’ll walk you through the exact steps to configure multiple RDP sessions, avoid common restrictions, and create a seamless multi-user remote desktop environment.

✅For Windows Server (2012 / 2016 / 2019 / 2022)

Step 1: Create New User Accounts

  1. Press Windows + R, type:
  2. compmgmt.msc

Press Enter.

  1. Go to:
  2. Local Users and Groups → Users
  1. Right-click Users → Click New User
  2. Create user #1:
    • Username: rdpuser1
    • Password: set strong password
    • Uncheck “User must change password at next logon”
    • Click Create
  3. Create user #2:
    • Username: rdpuser2
    • Do same steps.

✅Step 2: Allow RDP Access

Now give them RDP permission:

  1. Open Run → Type:
  2. sysdm.cpl
  1. Go to Remote tab → Click Select Users
  2. Click Add → type:
  3. rdpuser1
  4. rdpuser2
  5. Click OK → Apply → OK

✅Step 3: Add them to Remote Desktop Users Group

  1. Open Run → Type:
  2. lusrmgr.msc
  3. Click Groups → Double-click:
  4. Remote Desktop Users
  5. Click Add → Add:
  6. rdpuser1
  7. rdpuser2
  8. Click OK.

For Windows 10 / Windows 11

Step 1: Create Users

  1. Press Windows + I → Go to
    Accounts → Family & other users
  2. Under Other users, click:
  3. Add someone else to this PC
  4. Click:
  5. I don’t have this person’s sign-in information
  6. → Add a user without a Microsoft account
  7. Create:
    • User 1: rdpuser1
    • User 2: rdpuser2

Step 2: Allow Them RDP Access

  1. Press Win + R → type:
  2. sysdm.cpl
  1. Go to Remote tab → Click Select Users
  2. Add:
  3. rdpuser1
  4. rdpuser2

Step 3: Add to Remote Desktop Users Group

  1. Press Win + R → Type:
  2. lusrmgr.msc
  1. Open Groups → Remote Desktop Users
  2. Add both users.


✅ Resolve: “Remote login is not permitted for this user account.”

Step 1: Add User to Remote Desktop Users

  1. On the server, press Win + R → type:
  2. lusrmgr.msc

Press Enter.

  1. Go to:
  2. Groups → Remote Desktop Users
  1. Double-click Remote Desktop Users.
  2. Click Add.
  3. Type your username (example: adminuser or rdpuser1)
    Then click Check Names → OK.
  4. Click Apply → OK.

Step 2: Allow User in Remote Settings

  1. Press Win + R → type:
  2. sysdm.cpl
  1. Go to Remote tab.
  2. Click Select Users…
  3. Click Add → enter your username → OK.
  4. Click Apply → OK

Step 3: Check Group Policy (Very Important)

Sometimes group policy blocks it.

  1. Press Win + R → type:
  2. gpedit.msc
  3. Go to:
  4. Computer Configuration
  5. → Windows Settings
  6. → Security Settings
  7. → Local Policies
  8. → User Rights Assignment
  1. Open:
    Allow log on through Remote Desktop Services
  2. Make sure these are listed:
    • Administrators
    • Remote Desktop Users

If it’s not →Then click Add User or Group → and add them →  OK.


Step 4: If Still Not Working

Run this in Command Prompt (Admin):

gpupdate /force

Then restart the server.
